The Jewish administrative body headed by the Eldest of the Jews reported to the officials of the German Ghetto Management (Gettoverwaltung). From October 13, the Eldest of the Jews was Mordechai Chaim Rumkowski. The Council of Elders he appointed was to have an advisory capacity, although in fact it did not play any role at all. He had a great deal of independence regarding the internal organization of the ghetto.
The ghetto, gradually transformed into a labor camp, consisted of a network of departments, offices, sections, and head. Private entrepreneurs were not allowed to operate their businesses. The ghetto was managed centrally by the Central Secretariat, commonly referred to as the Headquarters. It was located in the buildings and barracks in Bałucki Market – separated from the rest of the ghetto. It was in fact a place of contact with the German Management of the Ghetto.
The Headquarters was supervised by Dora Fuchs, and her tenure was uninterrupted until 1944.
