Administratively, the ghetto was subordinated to the City Board. Initially, it was administered by a branch office (Ernährung – und Wirtschaftsstelle Getto), subordinate to the City Board Economy and Food Supplies Department. Following a decision of the central authorities of the Third Reich to maintain the ghetto, on October 29, 1940 the facility was promoted to an independent department of the City Board – Gettoverwaltung (Ghetto Management). On May 5, 1940, Hans Biebow was appointed the head of Gettoverwaltung.
The main tasks of the Ghetto Management included food and medicine supply in the ghetto and financial settlement with the city. In time, the Ghetto Management oversaw the transformation of the ghetto into a labor camp, as well as the exploitation of the labor force of the ghetto and looting the property of its residents. The Gettoverwaltung also supervised the organization of the so-called provincial ghettos in the area of the Łódź Region.
